GISapache migration
The old GISapache (volga) was compiled against
a few libraries in /sw/prod, as we are going to retire /sw/prod, the
GISapache has to be migrated. There are two major components for
GISapache (apache + perl). The migration is expected to be done with minimal disturbance to the existing users.
